Philippines to Canada IRIS Pilot Project
The pilot project between the Philippines and Canada (Alberta and Saskatchewan) is the first government to government (G2G) IRIS pilot project. Implementation began in June 2018 following the signing of a Memorandum of Understanding between the IOM, the Ministry of Service Alberta, the Ministry of Labour Relations and Workplace Safety of the Province of Saskatchewan and the Department of Labor and Employment of the Philippines. The pilot brings together the three jurisdictions to create a framework to promote ethical recruitment in the labour migration corridor between the Philippines and the two Canadian provinces.
The project focus is three-fold:
- Identifying and supporting committed recruiters in both the Philippines and Canada with building capacity to meet the requirements of the IRIS Standard,
- Identifying likeminded employers and connecting them with participating recruiters to establish examples of how ethical recruitment works in practice, and finally,
- Identifying civil society actors to support worker engagement in pilot implementation.
The initial phase of the pilot focused on the identification of participating recruiters and resulted in the selection of the following recruitment agencies:

CLS Consulting Ltd.
