IRIS Philippines to Canada Pilot Project

The pilot project between the Philippines and Canada (Alberta and Saskatchewan) is the first government to government pilot project for the International Recruitment Integrity System.

The implementation of the pilot project began in June 2018 following the signing of a Memorandum of Understanding between the IOM, the Ministry of Service Alberta, the Ministry of Labour Relations and Workplace Safety of the Province of Saskatchewan and the Department of Labor and Employment of the Philippines.

The pilot project brings together the three jurisdictions to create a framework to promote ethical recruitment in the corridor between the Philippines and the two Canadian provinces.   It does this by working with committed recruitment agencies on both sides of the migration corridor, as well as engaging employers and other stakeholders in Canada to create and sustain the demand for ethical recruitment services.  The pilot project will also engage civil society within the context of the IRIS monitoring and complaints mechanism.

The pilot project will initially run over three years and will be implemented in several phases. The first phase focused on the identification of participating recruiters and resulted in the selection of the following recruitment agencies:

The Philippines

  • Staffhouse International Resources Corp.
  • LBS Recruitment Solutions Corp.
  • New Life Opportunities Placement Agency Inc.
  • Magsaysay Global Services, Inc.

Canada

  • CLS Consulting Ltd.
  • BMB International

Each of these recruitment agencies has committed to the IRIS Principles of ethical recruitment and to participate in the IRIS capacity building program.

During the second phase, participating recruitment agencies connected with Canadian employers will start recruiting migrant workers within the framework of the signed MoU.
